State Senate Bill SB1390 will be coming up for vote in the Virginia legislature, giving everyone, including public animal shelters, the legal permission to engage in Trap-Neuter/Spay-Return (TNR) programs for community cats. Community cats are cats who have missed the window of socialization to live with humans and would not thrive in indoor homes, but co-exist safely outdoors, often with other cats.
TNR programs help prevent the overpopulation of community cats in a humane and low-stress way, while also reducing the dangers associated with mating and birthing for those cats. Currently, the AWLA is not legally allowed to offer a TNR program as a resource to our community.
