Next Wednesday, April 22, the Virginia Senate and House of Delegates will consider State Bill 891. The main intent of this bill is to allow the Virginia Department of Agriculture and Consumer Services to hire additional veterinary professionals to inspect pet shops and other entities to ensure they are following regulations for the “basic adequate care” (which includes food, water and essential veterinary care) of any dog and cat.
However, a recent amendment to this bill exempts from these inspections animals bred for the purpose of research; this means that animals bred at these facilities would not be subject to inspection for “basic adequate care” and the level of care received would be determined by each individual breeder.
